You'll need to be an admin of a classic Page or have full Facebook access to a new Page to turn messaging on or off for your Page.
When messaging is on, a moderator, editor or admin of a classic Page and people with Facebook and task access to a new Page can send a private message from the Page to anyone who's sent the Page a message. Private messages can also be used to respond to comments on a Page's post.
Note: Pages can respond to messages from a profile, but can’t start a chat with a profile that hasn’t messaged the Page first. Pages can't send messages to profiles or other Pages that have blocked the Page.
